The Ministry of Gender and Family Promotion has applied for financing from the World Bank toward the cost of financing Great Lakes Emergency Sexual And Gender-Based Violence and Women’s Health Project, and intends to apply part of the proceeds for consulting services.

The consulting services include the following:

1. Project Coordinator

DURATION: One year renewable based on performance

The Project coordinator will be responsible for the effective implementation of the project, the overall coordination of the project’s activities, and compliance with Government of Rwanda and World Bank operational policies and guidelines. He/she will be the champion and main spokesperson for the project, and will be accountable for the project’s final results, ensuring that its development objectives are met and that its approaches and activities continue to be aligned with national policies, in particular those related to sexual and Gender based violence and child abuse.

The short listing criteria are:

Holding a Master’s degree or equivalent in one of the following subjects: Management, Economics, development studies, social sciences, project management, health sciences or any other related fields from a recognized University.

At least (15) years of prior work experience in projects related to social protection ,sexual and gender based violence, preferably financed by international organizations.

Specialized trainings on sexual and gender based violence is an asset.

At least (8) years of experience in human resource management

Previous experience working with projects financed by World Bank would be an asset.

A proven experience working /collaborating with national public institutions, bi-lateral donors and multilateral institutions.

Being familiar with civil society organizations in Rwanda especially those intervening in the fight against Sexual and Gender Based violence.

2. Monitoring and Evaluation Specialist

DURATION: One year renewable based on performance

The main function of Monitoring and Evaluation specialist will be to : i ) Work closely with the project coordinator in day to day management of the project; ii) Take the lead on the monitoring and evaluation of all project activities to ensure proper and systematic collection of data necessary to measure the progress towards outcomes and project development objective

He/she will work in close coordination with monitoring and evaluation staff from the SPIU of the ministry of health (MoH), Rwanda National Police (RNP) and the Ministry of Justice.

The short listing criteria are:

A minimum of a Bachelor’s degree or equivalent in Economics, Development studies, management and any other related field .Holding a master’s degree in the above fields would be an added advantage.

A proven record of prior work experience in dealing with public institutions local authorities, civil society, international and national cooperation agencies, private sector, NGOs and media. Having experience in monitoring and evaluation for projects funded by the World Bank would be an added advantage

At least eight (8) years of relevant experience with data collection
