France allows them access to only 15% of the money each year. If they need more than that, they have to borrow extra money from their own 65% French Treasury at commercial rates.

In addition, France imposes a ceiling on the amount of money that countries can borrow on their reserve. The ceiling is set at 20% of their public revenue from the previous year. If countries need to borrow more than 20% of their own money, France has a veto.
