Guverinoma yashyiriyeho ingamba zihariye zo kwirinda Covid-19 Umujyi wa Kigali n’uturere 8

Kuri uyu wa 29 Kamena uyu mwaka,Hasohotse itangazo rishyiraho ingamba nshya zihariye mu mujyi wa Kigali no mu turere 8 two hirya no hino mu Rwanda dukomeje kugaragaramo ubwiyongere bukabije bwa Covid-19.

Iri tangazo rivuga ko guhera ku wa 1 Nyakanga, Umujyi wa Kigali n’Uturere twa Burera, Gicumbi, Kamonyi, Musanze, Nyagatare, Rubavu, Rutsiro na Rwamagana bizatangira kubahiriza ingamba nshya zo kwirinda Covid-19 zirimo:

a. Ingendo zirabujijwe guhera saa kumi n’ebyiri za nimugoroba (6:00 PM) kugeza saa kumi za mu gitondo (4:00 AM). Ibikorwa byose byemerewe gukomeza bizajya bifunga saa kumi n’imwe za nimugoroba (5:00 PM).

b. Abantu barakangurirwa kwirinda ingendo zitari ngombwa, bakava mu rugo mu gihe hari impamvu zikomeye.

c. Amateraniro rusange harimo ubusabane n’ibirori bitandukanye, byaba ibibera mu ngo n’ahandi hose birabujijwe.

d. Ibiro by’inzego za Leta n’iby’Abikorera (public and private offices) birafunze. Abakozi bazakorera mu rugo, kereka abatanga serivisi z’ingenzi zibasaba kujya aho basanzwe bakorera.

e. Inama zose zirabujijwe.

f. Amashuri yose, harimo na za Kaminuza arafunze. Amabwiriza areba abanyeshuri bazakora ibizamini bya Leta biteganyijwe muri Nyakanga 2021 azatangwa na Minisiteri y’Uburezi.

g. Resitora zizajya zitanga gusa serivisi ku batahana ibyo bakeneye (take away). Insengero zirafunze.

h. Ibikorwa by’lnzego z’abikorera bizakomeza, ariko buri rwego rurasabwa gukoresha abakozi b’ingenzi batarenze 50% by’abakozi bose, abandi bagakorera mu rugo. Amasoko n’amaduka (markets and malls) azakomeza gukora ariko hajye hasimburana umubare utarenze 50% w’abacuruzi bemerewe kuyakoreramo.

i. Utubari twose tuzakomeza gufunga.

j. Abagenzi bose binjira mu gihugu bakoresheje Ikibuga Mpuzamahanga cya Kigali bagomba kuba bafite icyemezo cy’uko bipimishije COVID -19 (PCR test ) amasaha 72 mbere y’uko bahaguruka, kandi bakubahiriza amabwiriza y’Inzego z’Ubuzima yo kwirinda COVID-19.

k. Ibikorwa by’ubukerarugendo bizakomeza hubahirizwa amabwiriza yo kwirinda COVID-19. Muri ibyo bikorwa harimo amahoteli, abashinzwe kuyobora ba mukerarugendo (tour operators) na serivisi zo gutwara ba mukerarugendo.

1. Imodoka zitwara abantu mu buryo bwa rusange zizakomeza gutwara abantu batarenze mirongo itanu ku ijana ( 50 % ) by’umubare w’abantu zagenewe gutwara. Abatwara bisi barasabwa kugenzura ko amadirishya yazo afunguye, ko abagenzi bahana intera kandi bagatwara gusa abambaye agapfukamunwa neza. Moto n’amagare byemerewe gukomeza gutwara abagenzi. Abatwara moto n’amagare barasabwa kubahiriza amabwiriza y’isuku buri gihe.

m. Imihango y’ubukwe yose harimo gusaba no gukwa, ishyingirwa rikorewe imbere y’Ubuyobozi bwa Leta n’irikorewe mu nsengero birasubitswe.

n. Ibikorwa bya siporo y’umuntu ku giti cye n’izikorerwa hanze abantu bategeranye bizakomeza, hubahirizwa ingambazo kwirinda COVID-19. Ibigo bikorerwamo imyitozo ngororamubiri (gyms) birafunze.

o. Pisine (swimming pool) na spas zizakomeza gufunga. Icyakora, abantu bacumbitse muri hoteli bemerewe gukora izo siporo muri hoteli bacumbitsemo, ariko berekanye ko bipimishije COVID-19.

p. Umubare w’abitabira ikiriyo ntugomba kurenza abantu 10 icyarimwe. Imihango yo gushyingura ntigomba kurenza abantu 30.

q. Ibikorwa by’imikino yamahirwe birabujijwe.

Mu bice bisigaye by’Igihugu, ingamba zikurikira zizakomeza gukurikizwa mu gihe cy’ibyumweru 2 :

r. Ingendo zirabujijwe guhera saa kumi n’ebyiri za nimugoroba (6:00 PM) kugeza saa kumi za mu gitondo (4:00 AM). Ibikorwa byose byemerewe gukomeza bizajya bifunga saa kumi n’imwe za nimugoroba (5:00 PM).

s. Ingendo hagati y’Uturere zirabujijwe, kereka ku mpamvu za serivisi z’ubuzima cyangwa izindi serivisi z’ingenzi. Icyakora imodoka zitwaye ibicuruzwa zemerewe kugenda mu Turere twos, ariko ntizitware abantu barenze babiri.

t. Inama zikorwa imbonankubone (physical meetings) zemerewe gukomeza. Umubare w’abitabira inama ntugomba kurenga 30% by’ubushobozi bwo kwakira abantu bw’aho bateranira. Abitabiriye inama bagomba kugaragaza ko bipimishije COVID-19 amasaha 72 mbere y’uko inama iba.t. Inama zikorwa imbonankubone (physical meetings) zemerewe gukomeza. Umubare w’abitabira inama ntugomba kurenga 30% by’ubushobozi bwo kwakira abantu bw’aho bateranira. Abitabiriye inama bagomba kugaragaza ko bipimishije COVID-19 amasaha 72 mbere y’uko inama iba.

u. Amateraniro rusange harimo ubusabane n’ibirori bitandukanye, byaba ibibera mu ngo n’ahandi hose birabujijwe.

v . Ibikorwa by’Inzego za Leta bizakomeza , ariko buri rwego rurasabwa gukoresha abakozi b’ingenzi batarenze 15 % by’abakozi bose , abandi bakozi bagakorera mu rugo, ariko bakagenda basimburana.
w. Ibikorwa by’Inzego z’abikorera bizakomeza, ariko buri rwego rurasabwa gukoresha abakozi b’ingenzi batarenze 50 % by’abakozi bose , abandi bagakorera mu rugo.
Amasoko n’amaduka (markets and malls ) azakomeza gukora ariko hajye hasimburana umubare utarenze 50 % w’abacuruzi bemerewe kuyakoreramo.

x. Resitora na café zizakomeza gukora ariko ntizirenze 30 % y’ubushobozi bwazo bwo kwakira abantu. Zemerewe kwakira abakiriya kugeza saa kumi n’ebyiri za nimugoroba ( 6:00 PM ). Utubari twose tuzakomeza gufunga.
y . Insengero zahawe uburenganzira bwo gukora kuko zujuje ibisabwa mu kwirinda COVID-19, zizakomeza kwakira abantu ku kigero kitarenze 30 % by’ubushobozi bwazo.

2. Umubare w’abitabira ikiriyo ntugomba kurenza abantu 10 icyarimwe. Imihango yo gushyingura ntigomba kurenza abantu 30.

Abaturage bose barongera kwibutswa ko ari ngombwa kubahiriza amabwiriza yo kwirinda COVID – 19 harimo: gusiga intera hagati y’umuntu n’undi, kwambara agapfukamunwa neza no gukaraba intoki. Abatazabyubahiriza bazafatirwa ibihano.

Guhera ku wa Mbere w’icyumweru gishize, imibare ya Minisiteri y’Ubuzima igaragaza ko mu gihugu hose abantu banduye icyorezo cya COVID-19 ari 6,571.Muri bo 2,324 ni abo mu Mujyi wa Kigali.

Muri iki Cyumweru gusa kandi hapfuye abantu 45.
