Umujyi wa Kigali ukomeje kuzamura imibare y’abanduye Covid-19

Umujyi wa Kigali ukomeje kugaragaramo ubwandu bwinshi bwa Covid-19, aho abantu 247 ari bo banduye iki cyorezo mu masaha 24 ashize mu gihe mu gihugu hose habonetse abantu 343.

Abakingiwe inkingo zombi mu Rwanda bamaze kuba 5,036,149 mu gihe abamaze guhabwa urushimangira barenze ibihumbi 64.Abasaga miliyoni 7 bamaze gukingirwa.

Covid-19 yongeye kwiyongera mu mujyi wa Kigali guhera mu cyumweru gishize ubwo byanavugwaga ko idasanzwe ya Omicron yageze mu Rwanda.

Uku kwiyongera kwa Covid-19,kwatumye Guverinoma ivugurura amabwiriza yo kwirinda Covid-19hagamijwe kurushaho gukumira ikwirakwira ry’iki cyorezo, cyane cyane muri iki gihe cy’iminsi mikuru yo mu mpera z’umwaka.

Ingamba zatangiye gushyirwa mu bikorwa uhereye ku wa Mbere taliki ya 20 Ukuboza 2021 zirimo:

Ingendo zirabujijwe guhera saa yine z’ijoro (10:00 PM) kugeza saa kumi za mu gitondo (4:00 AM). Ibikorwa byose byemerewe gukomeza bizajya bifunga saa tatu z’ijoro (09:00 PM). Ibi bizakurikizwa mu Gihugu hose.

Ingamba zizubahirizwa mu Mujyi wa Kigali

a. Imihango y’ubukwe: Kwiyakira bijyanye n’ubukwe (wedding-related receptions) birabujijwe. Imihango y’ubukwe harimo gusaba, ishyingirwa rikorewe imbere y’Ubuyobozi bwa Leta n’irikorewe mu nsengero ntibigomba kwitabirwa n’abantu barenze 40. Imihango y’ubukwe ibereye mu rugo ntigomba kwitabirwa n’abantu barenze 20. Abateguye iyo mihango bagomba kubimenyesha Ubuyobozi bwInzego z’Ibanze iminsi 7 mbere y’uko iba. Abitabiriye ibyo bikorwa bagomba kwerekana ko bikingije mu buryo bwuzuye kandi bipimishije COVID-19 mu masaha 24 mbere y’uko biba. Aho bishoboka, amakoraniro yose agomba kubera hanze cyangwa ahantu hagera umwuka uhagije.

b. Ibirori no kwiyakira bijyanye n’iminsi mikuru byose birabujijwe.

c. Ingendo mu modoka zitwara abantu mu buryo bwa rusange: zizakomeza, bisi zizajya zitwara abantu bicaye gusa bangana na 100% by’umubare w’abantu zagenewe gutwara. Amadirishya agomba kuba afunguye kugira ngo imodoka zinjiremo umwuka uhagije. Ibi bizakurikizwa mu Gihugu hose.

d. Abatwara imodoka rusange zitwara abagenzi bajya n’abava mu Mujyi wa Kigali barasabwa gutwara gusa abagenzi bikingije COVID-19.

e. Utubari: tuzakomeza gufungura mu byiciro, hubahirizwa amabwiriza yo kwirinda COVID-19, ariko tukakira abatarenze 50% by’ubushobozi bw’aho twakirira abantu. Utubari tugomba gufunga saa mbiri z’ijoro (8:00 PM). Abakiliya bagomba kuba barikingije COVID-19 mu buryo bwuzuye.

f. Insengero: Imihango yose ibera mu nsengero igomba kwitabirwa n’abantu batarenze 30% by’ubushobozi bw’izo nsengero bwo kwakira abantu. Abitabira amateraniro bagomba kuba barikingije Covid-19 mu buryo bwuzuye.

Ingamba zizakurikizwa mu Gihugu hose

a. Abagenzi bose binjira mu Gihugu bagomba guhita bashyirwa mu kato k’iminsi 3 muri hoteli zabugenewe kandi bakiyishyurira ikiguzi cya serivisi bahabwa. Abagenzi bose bapimwa Covid-19 (PCR test) bakigera mu Gihugu, bakongera gupimwa ku munsi wa 3 n’uwa 7, biyishyuriye, ahantu hagenewe gupimirwa Covid-19. RDB izatanga amabwiriza yihariye ajyanye n’ubukerarugendo.

b. Abagenzi bose binjira n’abasohoka mu Gihugu bakoresheje Ikibuga Mpuzamahanga cya Kigali bagomba kuba bafite icyemezo cy’uko bipimishije COVID-19 (PCR test) mu gihe cy’amasaha 72 mbere y’uko bahaguruka, kandi bakubahiriza amabwiriza y’Inzego z’Ubuzima yo kwirinda COVID-19.

c. Ibikorwa by’ubukerarugendo bizakomeza, hubahirizwa amabwiriza yo kwirinda COVID-19. Muri ibyo bikorwa harimo amahoteri, abashinzwe kuyobora ba mukerarugendo (tour operators) na serivisi zo gutwara ba mukerarugendo.

d. Abakozi b’Inzego za Leta bazakorera mu rugo, uretse abakora akazi kabasaba guhura n’abasaba serivisi, ariko ntibarenge 30% by’abakozi bose.

e. Ibiro by’Inzego z’abikorera bizakomeza, ariko buri rwego rurasabwa gukoresha abakozi batarenze 50% by’abakozi bose, kandi bakubahiriza amabwiriza yo kwirinda COVID-19.

f. Abafite ibikorwa by’ubucuruzi mu Gihugu hose bagomba gukora ku buryo abakozi babo bose baba barikingije COVID-19 mu buryo bwuzuye. Minisiteri y’Ubuzima ishobora gufunga by’agateganyo inyubako zaba iza Leta cyangwa iz’Abikorera mu gihe bigaragaye ko habonetsemo umubare munini w’abanduye COVID-19.

g. Inama zikorwa imbonankubone zizakomeza. Umubare w’abitabira inama ntugomba kurenga 50% by’ubushobozi bwo kwakira abantu bw’aho bateranira. Abitabiriye inama bose bagomba kuba barikingije byuzuye kandi bakagaragaza ko bipimishije COVID-19 mu masaha 24 mbere y’uko inama iterana.

h. Uretse mu Mujyi wa Kigali, imihango yose ibera mu nsengero igomba kwitabirwa n’abantu batarenze 50% by’ubushobozi bw’izo nsengero bwo kwakira abantu. Mu Mujyi wa Kigali ndetse n’Imijyi yunganira Umujyi wa Kigali, abitabira amateraniro bagomba kuba barikingije Covid-19 mu bury° bwuzuye.

i. Uretse mu Mujyi wa Kigali, imihango y’ubukwe harimo gusaba, ishyingirwa rikorewe imbere y’Ubuyobozi bwa Leta n’irikorewe mu nsengero no kwiyakira bijyanye n’ubukwe, ndetse n’andi makoraniro ntibigomba kwitabirwa n’abantu barenze 75.

Ibirori bibera mu ngo ntibigomba kwitabirwa n’abantu barenze 20. Abateguye ibyo birori bagomba kubimenyesha Ubuyobozi bw’Inzego z’Ibanze iminsi 7 mbere y’uko biba. Amabwiriza arambuye kuri iyi ngingo azatangwa na Minisiteri y’Ubutegetsi bw’Igihugu.

j. Ibitaramo by’umuziki, kubyina na konseri (night clubs/live bands/karaoke and concerts) n’ibindi bitaramo by’imyidagaduro bibereye ahandi hose bibaye bihagaritswe.

k. Resitora zizakomeza kwakira abakiliya ariko ntizirenze 50% by’ubushobozi bwazo bwo kwakira abantu. Resitora zakira abakiliya bicaye hanze zemerewe kwakira 75% by’ubushobozi bwazo bwo kwakira abantu. Abakiliya bagomba kuba bicaye kandi bagahana intera. Mu Mujyi wa Kigali ndetse n’Imijyi yunganira Umujyi wa Kigali, abakiliya bagomba kuba barikingije COVID-19 mu buryo bwuzuye.

l. Utubari tuzakomeza gufungura mu byiciro mu Gihugu hose, ariko tukakira abatarenze 50% by’ubushobozi bw’aho twakirira abantu hubahirizwa Amabwiriza yo kwirinda COVID-19. Mu Mujyi wa Kigali ndetse n’Imijyi yunganira Umujyi wa Kigali, abakiliya bagomba kuba barikingije Covid-19 mu buryo bwuzuye.

m. Moto n’amagare byemerewe gukomeza gutwara abagenzi. Abatwara moto n’amagare barasabwa kubahiriza amabwiriza yo kwirinda COVID-19.

n. Ibikorwa bya siporo y’umuntu ku giti cye n’izikorerwa hanze abantu bategeranye bizakomeza.

o. Ibigo bikorerwamo imyitozo ngororamubiri (gyms and fitness centers) bizakomeza gufungura mu byiciro. Abitabira siporo ikorewe muri izi nzu bagomba kuba barakingiwe COVID-19 mu buryo bwuzuye (uretse abari munsi y’imyaka 18), kandi berekanye ko bipimishije COVID-19 mu gibe cy’amasaha 24 mbere yo kubyitabira.

p. Koga muri za Pisine (swimming pools), ahakorerwa sauna na massage bizakomeza gufungura mu byiciro. Abitabira ibyo bikorwa bagomba kuba barakingiwe COVID-19 mu buryo bwuzuye (uretse abari munsi y’imyaka 18), kandi berekanye ko bipimishije COVID-19 mu gihe cy’amasaha 24 mbere yo kubyitabira nk’uko bikubiye mu Mabwiriza ya RDB.

q. Umubare w’abitabira ikiriyo ntugomba kurenza abantu 20 icyarimwe. Imihango yo gushyingura ntigomba kurenza abantu 50. Abitabiriye iyo mihango bagomba kugaragaza ko bipimishije COVID-19 mu gihe cy’amasaha 24.

r. Ibikorwa by’imikino y’amahirwe bizakomeza gufungura mu byiciro hashingiwe ku Mabwiriza yatanzwe na Minisiteri y’Ubucuruzi n’Inganda.

Abanyarwanda n’Abaturarwanda bose barashishikarizwa kwikingiza byuzuye, kwipimisha kenshi, kandi barakangurirwa gukorera mu rugo bifashishije ikoranabuhanga igihe cyose bishoboka no kurushaho kubahiriza amabwiriza yo kwirinda Covid-19. Abatazabyubahiriza bazafatirwa ibihano.
